In order to promote uniformity in L³C legislation, counsel for ACD has drafted all current and proposed L³C legislation. ACD has found that the L³C legislation moves most efficiently through state legislatures when the legislation has a broad base of support. Accordingly, as a matter of policy, ACD will only provide draft L³C legislation in states where at least five ACD members have expressed active support for such legislation. Below is the current list of states for which legislation has not yet been formally introduced. Legislation has been written for many of these states*.
